NHDC - Bin Change

As you may know the bins are changing for those in the North Hertfordshire area so we have gather the information for you from the North Herts Distrcit Council website and it is all listed below or you can click thee link here -

From May 2018 your food and garden waste collection service is changing. All households will receive a new separate weekly food waste collection service, but only households who have signed up and paid an annual charge will still receive a fortnightly garden waste service. See minutes of Cabinet meeting 16.10.17.

Like many Councils we have a reduced budget from central Government and need to save £4.2 million pounds annually by 2021/22. The decision to charge for garden waste collections is one of many difficult decisions the Council has faced to help reduce the costs of providing services.

Unlike household waste and recycling, there is no legal requirement to collect garden waste and councils can charge for collections. The income from charging for garden waste collections will make the service self-financing. Over half of all Councils in England charge for this service and have done for many years.

How will it work?

1. Choose if you want to sign up
You can sign up for the new Garden Waste Collection Service from 5 February 2018, although the service won’t commence until May. Your brown bins will continue to be emptied as normal until the beginning of May. The last collections of brown bins in the current service will be either week commencing 30 April or 7 May, depending when your recycling week falls. Please refer to your calendar to see the last date that your brown bin will be collected, if you choose not to sign up to the garden waste collection. Please note that w/c 7 May all collections will be running one day late due to the bank holiday.

2. The new service starts from 14 May
Once the new service starts, the brown bin will be for garden waste only (no food!). Residents on the new scheme will use their existing brown bin for collections. The first collection of the new Garden Waste Collection Service will be on the same day as your first scheduled grey bin recycling collection day on or after 14 May 2018.

3. Food waste will be collected separately
During April 2018 we will deliver a new 23L brown kerbside caddy for food waste to all houses. (Flats with a food waste only brown bin service will not receive a new caddy and will continue to have their food waste collected weekly from the communal brown bin as it is now). Food waste from houses will be recycled in the new kerbside caddy and will be collected weekly. No food waste should be placed in the brown bin after your final mixed Garden and Food Waste Collection, which will be your recycling collection during the fortnight between Monday 30 April and Friday 11 May. Please refer to the collection calendar to confirm the exact date.

4. Annual payment
Your payment will cover collections from 14 May 2018 to 30 April 2019.

5. Additional bins
Residents will be able to pay for up to two additional brown bins for garden waste at their property. We will deliver any additional brown bins during April-May.

6. Sign up at any time
Residents can decide at any time whether they wish to subscribe to the separate garden waste collection service. New sign ups will be processed as soon as possible but it may not be in time to provide a collection on your next scheduled recycling day due to processing your information and if a new bin needs to be delivered.

Anything not on the yes please list

If the collection crews find incorrect materials placed in your brown bin they will not be able to empty it in line with our collections policy regarding contamination.

The service is fortnightly on your usual recycling day. You can find your collection day here.

  • Place your brown bin(s) out at your property boundary by 7am.
  • All residents are encouraged to put their house number onto their brown bin.
  • If your bin is missed please report it to us within 48 hours and if we have genuinely missed it we will return. If the bin has been left due to containing incorrect materials you should remove the incorrect items and we will then empty it on the next scheduled collection day.
  • If you currently receive an assisted collection for your other waste and recycling services we will apply this assistance to the new service. The bin must still be visible at the front of the property but does not have to be moved to the boundary.

If you do not wish to sign up

If you decide not to subscribe to the garden waste service, you do not need to tell us. You can home compost, or take your garden waste to a Household Waste Recycling Centre. The details of locations and opening times can be found at WasteAware. Subsidised home composters are available at or you can create a compost heap in your garden.

The garden waste service is opt-in which means you only need to act if you do wish to sign up.

We will not be collecting any unwanted bins until September. Residents will be given instructions nearer that time on arrangements.
